Why is supply of flats for low and middle income groups so poor?

The Maharashtra Housing and Area Development Authority (Mhada) in Mumbai has struggled to meet the demand for affordable housing despite having access to vast amounts of land. The agency has only managed to build and hand over 2.5 lakh affordable homes in Mumbai and seven lakh across the state since its inception in 1977. Lack of vision, poor organization, and reliance on private agencies are cited as reasons for the agency's inability to generate more housing stock. Mhada aims to build two lakh houses in the next four years under the leadership of Sanjeev Jaiswal.
