MANILA, Philippines --- A show cause order (SCO) has been issued against the registered owner of a motorcycle who allegedly caused a public disturbance in Pasig City, the Land Transportation Office (LTO) said on Tuesday. Citing the SCO signed by LTO-National Capital Region (NCR) director Roque Verzosa III, the owner is facing complaints for three violations relating to traffic rules, including unauthorized installation of accessories and improper person to operate a motor vehicle.
