SANTO DOMINGO, Dominican Republic -Twenty-two countries signed a declaration at the Ibero-American Summit in the Dominican Republic on Saturday committing to fight food insecurity in Latin America, improve migration controls and negotiate more financial support for the region's struggling economies.
