Justice Sanjay Kishan Kaul, a retired judge, expressed dissatisfaction with the collegium system for selecting constitutional court judges. He faced resistance in appointing an advocate as a judge of J&K HC, elevating a Madhya Pradesh HC judge to SC, and appointing the most senior Delhi HC judge as an SC judge or HC chief justice. The CJI refrained from holding collegium meetings to avoid embarrassment. Justice Kaul had strong views on candidates for judgeship and pushed for their appointments. He also advocated for transparent dialogue between the collegium and the government on objections to recommendations.
