The definition of telecommunications in the 2023 Bill is taken from the Indian Wireless Telegraphy Act 1933. As per that, telegraph means any appliance, material, instrument or apparatus used or capable of use for transmission or reception of signs, signals, writing, images, sounds, intelligence of any nature. The way telegraph was interpreted over the period of many decades, everything was covered under that, including all types of communications.
