Prime Minister Narendra Modi is on a strong wicket in asking states to align their development agenda with that of the Centre. His government has, over two terms, managed to plug leaks in welfare delivery that has been a source of fiscal strain for governance at all levels. States now have more elbow room to direct spending towards social and physical infrastructure.
