There have been centers of used cars in certain metro cities. For instance, in Chandigarh, there used to be almost a festival where the entire roads would be taken over on the Sundays. People would come and park their used cars to sell them. Gradually, people started visiting the OE programs or OLX driven counters, instead of relying on third party intermediaries of questionable capabilities.
