The loss is India's sixth straight in T20Is.
Smriti Mandhana (12) started well, hitting Anya Shrubsole for two sixes in the second over, while Harleen Deol (14) played her part too. But Mandhana was dismissed in the third over, with the team total on 24, and within minutes, the hosts were 34 for 3.
Mithali Raj (20), Deepti Sharma (18) and Bharati Fulmali (18) tried to resurrect the innings but wickets at regular intervals meant the Indians could not even get close to a competitive total.
For the visitors, Katherine Brunt recorded figures of 3 for 17 and Linsey Smith took 2 for 11 in a clinical bowling performance and the odds were very much in England's favour at the halfway mark.
In reply, Danielle Wyatt top-scored with an unbeaten 55-ball 64 that included six fours. There was a collapse as the English fell from 28 for no loss to 56 for 4 in under six overs, raising hopes of a come-from-behind win for Mandhana's team.
But in Lauren Winfield (29), Wyatt found an able partner and the two added 47 for the fifth wicket. Winfield, who struck four boundaries, fell with nine runs needed but she had done her job and Wyatt completed the proceedings.
After winning the first two matches of the ODI series, the Indians have now lost three straight games (3rd ODI and two T20Is) to their English counterparts.
The third match of the series will be played on 9 March.
